David has been a practicing engineer for 33 years. He holds a B.S. degree in Mechanical Engineering and a Master’s Degree in Business Administration.
In 2001, David and Isabel started Bradley Engineering. For 18 years, Bradley Engineering has been serving Whatcom, Skagit, San Juan, Snohomish, and King Counties with their structural needs in a variety of applications: residential, multi-family, small retail businesses, manufacturing, industrial, wood-framed construction, steel fabrication, solar panel installations, retaining walls, and other applications. Our clients include home-owners, designers, architects, contractors, business owners, business managers, and nonprofit’s.
His areas of expertise include structural engineering on buildings and equipment. This includes virtually all wood-framed, steel, and concrete construction. David also has expertise in seismic retrofit of existing building and OSHA fall protection.
He previously worked at Boeing Commercial Airplane Company for 9 years and then as a project engineer at Alcoa Intalco Works for 5 years.
David prides himself on being practical, cost-effective, and simple. Sometimes this requires stepping back and figuring out a completely different way and sometimes this simply involves going along with the design and configuration that is presented to us.
David serves as a member of the Whatcom Emergency Management Team and in the event of a local seismic or other emergency will be called on to evaluate the safety of structures to determine if they are safe for occupancy. David’s approach to all of his clients and relationships is one of respect and friendship.
Isabel Bradley, CPA, MBA, CPCC

Isabel M. Bradley, CPA, MBA manages Bradley Engineering, Inc. accounting and financial operations. She is also a sole-propriety of her tax and accounting practice and has provided accounting assistance to many small businesses. She strives to assist and educate small business owners who wish to maintain their bookkeeping functions internally. She works with small business owners in setting-up, implementing, and monitoring their accounting systems and processes, as well as, helps them stay in compliance with their tax reporting requirements. Isabel also offers personal and business federal tax return preparation services.
Luke Schweigert, E.I.T.
Luke is a Washington State Licensed Engineer-In-Training (E.I.T). He graduated from Washington State University in 2015 with a B.S. in Civil Engineering. While at WSU, he focused on structural design and analysis and took courses covering steel, reinforced concrete, and timber design. Prior to joining Bradley Engineering he worked as a stone mason for 6 years, mainly working on residential projects. Luke enjoys basketball, golf, and spending time with family and friends.
Peter Finfrock, E.I.T.
Peter Finfrock is a Engineer In Training who has been working at Bradley Engineering since 2016. He provides engineering services to clients and develops structural analysis tools for internal use. Peter recently graduated from Montana State University-Bozeman with a B.S. in Mechanical Engineering with Honors Distinction. Prior to Bradley Engineering, he held an engineering internship with the Shell Puget Sound Refinery. Peter enjoys playing outside, working on design projects, and spending time with his girlfriend Paige.
Austin Rapp recently graduated from Washington State University with his Bachelor’s of Science in Mechanical Engineering. He is currently working full-time at Bradley Engineering doing a variety of structural engineering projects. While at Washington State, Austin has focused his studies and research on Clean Alternative Energy, Distributed Generation Systems, and Solid Oxide Fuel Cells (SOFCs). Austin has spent his past two summers interning for Zodiac Aerospace in Bellingham Washington – his hometown. He enjoys spending his free time mountain biking, playing and watching football as well as basketball, spending time with his dogs (Tai and Mia), and most importantly watching his younger brother play football.
Stephen Blasco, E.I.T.
Stephen is a recent graduate from Florida International University, with a Bachelor of Science in Civil Engineering. While in school he focused on Structural Design and analysis and took courses covering steel, reinforced concrete, and sustainable engineering. Before working at Bradley Engineering, Stephen worked in construction remodeling homes. When he has free time, Stephen enjoys hiking, fishing, and eating.
Tyler Hruby, E.I.T
Tyler graduated from Washington State University in 2019 with a B.S. in Civil Engineering. While at Washington State, Tyler focused on structural design and took courses on steel, timber, and reinforced concrete design. Prior to working For Bradley Engineering, he worked pouring concrete – mainly on residential foundations and retaining walls. Tyler spends his free time exercising, fishing, and spending time with family and friends.
Bev has been assisting Bradley Engineering in accounting and administrative duties. In addition to her duties in accounting and billing, she also serves as a communication liaison with designers and clients on the status of their projects. This process is to ensure that as their project moves forward on our project log the engineers will have the necessary information needed to complete the project in a timely manner. She has a long-established history of performing accounting and administrative tasks in a variety of positions throughout her career in Bellingham, WA.
Bev and her husband Mark Bergsma previously owned and operated an art gallery in Bellingham which featured Mark’s landscape panoramic photography as well as other well-know Pacific Northwest artists. Bev was tasked with the management and accounting of the gallery. This previous experience has given her a solid background in customer service which she has been able to utilize in the performance of her position at Bradley Engineering.
In her free time, Bev and her husband Mark go boating in the San Juan Islands where they can enjoy fishing, hiking and the beauty of the islands with friends and family. Bev can also be seen with her yellow Labrador “Lucy” walking at the harbor or around the trails of Bellingham.
